Note all nominations need to be judged as a whole against the whole set of criteria Niantic Wayfarer but the clarification collection really helps with understanding.
We do not know what combination in a submission triggers the auto decision program (nickname Emily) to reject.
A picnic area like your picture depicts should be eligible, but we can’t be sure as to why yours was rejected by Emily.
Once you have an appeal available you can use it.

I think you are missing something here. Noone but wayfarer staff know how AI works. AI rejection is not often but it still occasionally happen. When it happen, dont worry. If you sure about your nomination…appeal it. Thats the correct procedure .if the appeal is rejected, you can appeal appealed nomination in forum if you REALLY REALLY sure that its eligible.

If you choose to appeal then it should stand a good chance. Picnic areas are good social spaces and that’s what emphasis should be on. Anything you can provide about the location to help verify would be good.
There are photospheres around there but I didn’t spot the picnic area. So something to address might be location.
If you decide to submit again a picture with more table and less trees might work.
For location
GPSmapcamera is an app some of us use to take a supplementary photo and print the location details on the photo. This can help prove where it is.
My preference would be to have picnic area, Santa Catalina reserve in the title and in the description include something like have picnic area with two tables ideal for a rest or to meet up for a meal.
Whatever way you decide to go it should be in with a good chance.
