The text in question just is the literal description of what It is writen in galician : Picnic área of Cronista (this is a Word that means journalist) José Espino Park. I don’t see anything ofensive thus far.
The picture she submited as a companion piece for this one was a screenshot of the later link of Google Maps. I don’t consider It to be ilegal as It just is a companion piece to the main one and wasn’t meant to be shown in-game. Also I’ve seen It many times while using this app, so I don’t see what’s wrong.
I know how the appeal process is for niantic. This probably won’t amount to anything, She has explained this in the response but these things usually fallo flat or get rejected.
Please help. We want to be able to Talk to someone or make the case in her favor.

First I am going to move this to the General Discussion area, as that where cases like this are discussed.
You say that it is your wife that has received the sanction. It really should be your wife who is in discussion. This is because what normally happens is that the Wayfarer Team open a forum DM with the person to respect their privacy.
It will be hard to get Niantic to initiate a DM with you, for the reason @elijustrying said.
If you want community advice about the location issue, please provide a screenshot from the submission receipt email showing the location, which is below the two photos.
The GMap link that you have provided point towards the coordinate screenshat above. We can see the bench at (42.233216, -8.701317) from satellite and Street View. I recommend checking the submission email as it contains the submitted location coordinates.
