If you have waited more than a few days after acceptance, then it is probably not going to become a Pokestop.
I know that the prompt tells you that you are submitting a Pokestop, but you are actually submitting a Wayspot. A Wayspot is only eligible to become a Pokestop if it is alone in a level 17 S2 cell. This is a good article about that:
If you would like to give the location, preferably gps coordinates, then someone can verify this is the case for your Wayspot.

These coordinates are marked at the red pin. It is in the same L17 S2 cell as Grillhütte and within 20m so it can’t show up in Ingress either. But maybe it will be a Powerspot

The Stops are rare. If you go to a bigger City, there are a lot of stops at one point
