Also, my suggestion was not to get rid of old photos, but rather their old votes.
The photos would stick around, and could be upvoted again.
Some of the older Ingress photos from 10+ years ago on Wayspots look like they may as well have been taken on a potato due to the advancement of phone cameras so I get your point.
However, I like seeing the old photos on a Wayspot and will often 
a “seasonal” one where the playground was covered in snow, or the sun was shining just right on to the trailmarker.
So I wouldn’t want a brand new photo (which someone may put through a poor one as ML auto-accepts) to bump off one that the community has taken time to and have as the main image.
