The submission lacks uniqueness or historical and cultural meaning
The reaons are not making sense to me. I remembered seeing apartment complex, that hosts hundreds of units, would be consider a good gathering point, regardless of any “meaning”. It that no longer the case and no more can we nominate any apartment buildings?

This apartment was already in the map, but shown as “Wayspot used in other Niantic Games” with no picture attached. I guess it’d be easier if I could modify that stop by adding some pics? Is that something that’s feasible?
You may be getting confused with this. Apartment buildings themselves generally don’t meet the criteria of a great place to socialise, a great place to exercise or a great place to explore. Things in communal areas of the grounds of an apartment building can be eligible though.
As for what you’re seeing, Niantic imported a load of things to be used exclusively as Power Spots. They were from a third party source and for some reason they decided to show them on the nearby map as wayspots that are used in other games, when they actually aren’t wayspots at all. They probably should’ve given them a unique icon instead.
Yes, apartment buildings are typically no eligible. Looking at the Vermella on Google Maps, I do see a swimming pool, a green area that may have some picnic tables , as well as what appears to be a rooftop picnic area with some pergolas and tables, as well as a rooftop dog park. There are even photos showing a community lounge with pool tables and a fitness center. These are also listed on the apartment building’s website:
I also seem some businesses on the ground floor on the west side, such as a restaurant, indoor golf club, and kickboxing studio. If these don’t have Wayspots yet, you may want to look to see if they meet eligibility criteria.
What makes that location place stand out ? It must be more then what you provided. Just being a “apartment complex” isnt enough so it was correct to reject it

And most tend to only consider apartment buildings that are of historical and/or cultural value. For example, there’s an apartment building in my city that is over 125 years old. It originally was a department store run by an influential local family; the daughter was even a member of the US women’s voting rights movement in the 1910s and leased a room at the store for free to the suffrage group. The department store has long been closed, but the building has been converted into apartments, but the original name and facade remain the same, and there is a nearby marker for the women’s voting rights movement. The building has a Wayspot and it’s mainly due to the historical value.
