Unfortunately for you, this doesn’t look like an eligible object. A bicycle parking bay which is just infrastructure is not considered a place that is great for being social, exploring or exercising.
There is obviously a potential argument to be made that it encourages exercise, but as this is just a bicycle parking bay in a car park, that argument is too weak.

The way to look at this is that…
They don’t encourage Exercise as it’s a place for when you stop the exercise.
You could argue that they encourage Exploration as you park your bike then explore the park / beach but then this would be the same as the car park.
Keep looking as Parks and Beaches tend to have multiple eligible locations.
