I have nominated 6 pokestops in early Sept but are still either in voting or in queue. How much longer for decision is reasonable?

There isn’t a simple answer to your question. It can vary greatly depending on the part of the world you are in. I have experienced anywhere from days to years. Recently, I haven’t seen anything take longer than 6 months. Your best bet for a good estimate is to ask locals.
If you review nominations yourself, you can help empty any backlog in your review area, which should help bring your nominations to the front to be reviewed. You can also earn an upgrade for your nomination, which will send it to a wider review pool. Normally, an upgrade will get a faster decision, but that will also vary by how many people are reviewing.
When I recommend reviewing to earn an upgrade, I also recommend turning Automatically apply upgrades to OFF. This prevents your earned upgrade from being used on something that you didn’t want to use it on. You will be able to apply an upgrade manually.
