The appeal reviewer told you that they think your edit suggestions would be repurposing. This means that one previous wayspot is gone and something diffrent is there instead. The correct course would be to nominate the new wayspot and let it review on it’s own merits and report the old one for removal. If you’ll use the suggested timeline (nominate and approve the new wayspot first and report the old one after that) the new wayspot will replace the old.
Its the same way point from when the game started. The business has changed.

Your confusion over why this is the route to follow is due to a misunderstanding about wayspots. It’s understandable because it isn’t explained that well.
When you are submitting a wayspot you are submitting the whole place not just a spot on the map.
I appreciate in the game you probably focus on just the title but the wayspot is more than it. So in this case it wasnt the building it was the fact that it was a Masonic temple that was critical to it being a valid wayspot. If that function no longer exists then the wayspot ceases to be valid.
Repurposing a wayspot by changing the title, description and photo is regarded as manipulation of the gameboard.
Black Valley Barbell sounds like a fitness place so in terms of wayfarer should be valid as a great place to exercise. That needs to be assessed on its own merits, but it all sounds good.
I appreciate that you don’t want to lose a pokestop but if you follow @AliceWonder1511 advice you should be ok.
