Hello and Welcome,
I’ll expand slightly on what @NvlblNm helpful message said.
Although the impression you are given when you submit something is that you are submitting to be a pokestop the reality is that you are submitting something with the potential to be a pokestop.
Once your nomination is approved, it is a wayspot in the Lightship database - this holds all approved wayspots and is separate from all Niantic games.
That is the end point of wayfarer, and what happens next is not related to wayfarer.
Each game sets its own rules as to what it will take from the database to use in that particular game.
For Pokémon Go the rules revolve around the use of some mapping software commonly referred to as S2 cells.

The key is that in PoGo it only accepts 1 wayspot in each Level 17 cell, so if there is already a pokestop or gym in the game in that cell, yours will not be selected to enter Pokémon Go.
This what has happened in your case with sharing a cell with surf Indian
It is disappointing and frustrating when this happens. Do read the information about the cells so you are aware for the future.

Im not sure I fully understand. In the above map you privided, there are several in each of the squares.
The map being used there is based off Ingress, which doesn’t use the cells but rather uses the 20 metre rule (which is what is represented by the dark circles around each wayspot). So whilst you might see several Portals in the same cell on that map, only one Pokéstop or one Gym can exist in each of those cells.

Ok. I understand that. One more question. The surf indian is no longer there irl. Can i submit an edit?
You can submit a removal request in game.
It’ll probably get denied.
After it’s denied, you can appeal the denial on the forums.
If it is removed will my approved nominaton then be in the game?
