Can someone explain to me why this poke stop recommendation keeps getting rejected?

Any time the word “PokéStop” (or really any other irrelevant Pokémon related text) is used in the Description, it’s considered irrelevant and ineligible for that text.
I’d probably have accepted this nomination if it just didn’t have that last sentence.
Wayspot eligibility includes a place to socialize, exercise, or explore. For better results, you should consider how this bench supports that and work it into your supporting text. To be clear, just because it’s on a trail doesn’t mean it’s used for exercise. But I see this as a place to “explore” and reflect in the outdoors.
There are a few other ways you could clean up the text a bit, too, or the photo itself, especially since it was ML rejected.

It was rejected by the machine learning system, so none of us have a complete answer as to what part of the nomination made it reject. But the Pokestop reference would have made human reviewers reject it.
If you’re nominating this bench as a great scenic view, focus your description on that instead of the need for a Pokestop. Wayfarer doesn’t care about that need as much as if a nominated Poi meets criteria.

I was going to say that I would not appeal this with that text in there. Otherwise, this might be a good nomination as a view bench. I do like the angle you have chosen for the main photo. But since the Machine Learning model has identified this as something to be rejected, I would take a new photo for a new submission. Maybe get a little tighter focus on the bench, but not too close.
Here is a clarification that may help with submitting a view bench.

Hi and welcome to the forums,
Benches are a hard one to get accepted, if you frame it as a viewpoint (maybe make the title reflect that) then that may help.
The description is too wordy and looks like it should be the supporting text. I would be much more brief, explain that the bench is a viewpoint overlooking the lake of the park and then give some brief details of interest about the park or the lake or both. Nobody needs to know how busy or accessible it is in the description.
Finally, it’s a lovely photo but I always recommend using a 1:1 aspect ratio because that works better in most Niantic games. As it is it will likely get cropped removing the sky which makes it less interesting, something like this:
If you shot it in 1:1 ratio yourself if would appear in game closer to this:
It wouldn’t help with voting, just a tip for when you are trying to get several features into the picture and still have it look good in game.
