There is a similar historic water pump nearby that has already been accepted as a PokéStop. This pump is also an original and historic piece of local infrastructure and represents cultural and historical value. I believe it meets the same acceptance criteria.
If you are comfortable, please share more detail about it (title, desc, loc, foto, surrounding foto, supporting info)
Just for reference, you shouldnt base your nomination on existing wayspot. The nomination need to be great place for exploration, exercise, or socialization
Unfortunately, whilst it may seem logical, the worst thing you can do for finding what’s eligible is look at the map to see what exists already.
Criteria has changed, bad things slip through. You’re best checking criteria and explaining how it meets those.
Hello and welcome @LissaForest
It’s not always clear where the best place is to put your query.
I’m going to move this to nomination support as that is where we like to try and help people with specific nominations.
It’s difficult to tell from your description whether this is likely to be an interesting object or not.
If you can post some pictures here and some facts about the history of this object then we can start to comment.
If you are happy to give the location we can then have a look on streetview too.
This is a historic hand water pump, an original element of old local infrastructure. It represents local history and traditional engineering that no longer exists today. It is located next to the former deacon hospital from World War II. The pump is in a publicly accessible area and encourages exploration of the town’s history while walking.
Location: Behind a building at [insert address or coordinates]. Unfortunately, the pump is not visible on Google Maps or Street View because it is behind a house.
What makes it historic other than being old?
It is part of a former hospital; it was a deaconry where a hospital operated during World War II, and later it became a school

I actually like finding old things like this, so would myself accept it (provided the submission was valid in all aspects and I could confirm its location). I don’t think it needs additional proof of being historic, because hand water pumps are historic by definition due to what they represent.
This might be a problem if it is on the grounds of a house, as this sounds like SFPRP (single-family private residential property). It doesn’t matter if a building used to be a hospital/deaconry/school, it is the current usage that matters.
It is not a residential building, but there are apartments there, and the access is open—anyone can come in.

You need to prove that its not SFPRP. Word is not enough. You can use gps tagged photo apps like GPS Map Camera so that the gps will be shown in photo
Apartments are OK, on the grounds of apartments are OK (unless in the garden of a single apartment). Proof is almost essential as per @TjoeMi
So, as I said, these are apartments. Tomorrow I can show a video. The city simply didn’t take care of the back of the building, but I can make a normal entrance to the stairwell.

How does the nature of what they represent make them historic? Water pumps can be bought fairly cheaply still by anyone. Also many areas still have functional water pump throughout their cities as generic infrastructure.
The object being submitted must have a valid reason for its installation, storage, or management, and that reason must meet the eligibility criteria. Why is that pump still left? Is it an important relic meant to be visited by many people? Or is it simply left behind without being removed? If it is being important preserved, then proof of that is necessary.
I’m tired of explaining that this is an old pump, one of three in the area, and that this is the only one without a PokéStop. Just reject my proposal, because I’m honestly exhausted from repeating myself.

Existing pokestop doesnt make precedent. Each nomination will be decided by its own merit.
You can resubmit with more context on how it fit exploration/exercise/socialize category.
In addition you also need to proof its location. Gps tagged photo is excellent choice for proofing this.
The onus is on submitter to provide enough supporting information
