Aside from the not looking official, those coordinates appear to be conveniently in a free cell, and away from what seems would be the logical place for the graffiti, and under tree cover. There seems to be a pattern of that up the railway.

Okay, I understood that pokestop will not be returned from the beginning of this conversation. So Iāl just hit the door for the ending.
The pokestop was located exactly where ir was and yes there is pedestrean access. Not logical place for graffiti, free cells, tree cover - you can extend your fantasies how you wish. Unfortunately to get a proof that it is sanctionized is nearly impossible, maybe it was just mutual agreement with land lord.
Here comes the pictures where it is visible that location is correct, there is an old pond nearby and trees.
