I get that it is frustrating. I believe that is why Niantic allows us to explain about the cells, even though they do not condone using a third party tool to see them and have never (as far as I am aware) even acknowledged cells are used, even though they have acknowledged there is another step:
This Wayspot exists in a location that is not currently eligible to be used as a Pokestop or gym. It is a small Wayspot, so you did not have much wiggle room as to where it could be placed and still be accurate. “Accuracy” should always mean in the correct physical location, not where it would become a game location. And fwiw, this should be eligible to be added to the pool of potential Power Spots.
