Graffiti tagging isn’t eligible as it’s likely to be removed due to being vandalism (and also doesn’t really meet any of the eligibility criteria to begin with). Niantic has been actively removing graffiti wayspots from the database recently. If you see any other similar wayspots, they should also be reported for removal as they should not be in the database.
