Power Spots are a mix of imports from another database, as ell as unused Wayspots. More info can be found here: Clarifications on Pokémon Go Power Spots [Discussion]
There have been some observations about Power Spots that may be causing some of your unused Wayspots not to be used. These include:
- Only 2 active Power Spots per L14 S2 cell at a time
- Power Spots cannot be within 22m or a stop/gym
So, it could be that some of your unused Wayspots may be within 22m of stops/gyms, hence why they aren’t being used.
