Why an accepted Wayspot may not be used in Pokemon Go (S2 cells and Pokemon Go)

I have this written up for when I see a wheresmypokestop question. I know the in-game prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Web Submit form does use the word “wayspot” instead. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. In an L14 S2 cell 12 wayspots will be selected to be used as powerspots for the month.

Since the 12 powerspots have been selected for the month, the powerspots that were chosen in those 12 and are now ineligible to show up will sometimes cause weird things.

The L14 S2 cell might pick one of those ineligible spots for a powerspot for the day, but since it is ineligible because of the 22M rule, no powerspots will show up in that L14.
