Staff have posted on the forums to the effect that these are meant to be advisory messages and do not indicate any kind of strike or bad mark on your record.
It’s rather ludicrous that they continue to issue such statements but cannot seem to modify the language of the emails to conform with their position.
Naturally, people who receive such messages feel like they are being warned and threatened. I believe your initial interpretation to be correct, but with Niantic’s history of miscommunication it’s difficult to be certain of anything.
