I’m just over thinking here: if the business is closed, then the new take over might scrapped the mural, then it does not fit into the “Permenant Display” criteria.
You don’t really need to worry that much untill it disappears-at which point the waypoint can be removed
In that case a removal request can be submitted and the Wayspot can be removed. The same way a building might be demolished, a church may be deconsecrated, a park reconstructed, a plaque removed. Nothing is truly permanent, after all. If it’s there and it’s meant to be there, it’s a potentially solid nomination.
One of my favourite things in Spain is opening the game and seeing these dotted around the city.
Shop murals are less common in the UK. My only submission I probably could have thought up a more inventive name and taken a better picture.

Well here’s a little thought related to all these yes’s.
What if you live near this artwork and your walking the town on your Niantic apps and see this Wayspot or similar pop up on your display for arguments sake let’s say it’s brand new. But you look around and can’t find it.
Why you may ask,I’m in the right area so it should be right here ???
Then you realise the business is active and the shutter is up so it’s only "semi permanent until the end of the business day After 5pm.

The art still exists, even if you can’t currently see it. They could close the stops (I don’t know if other games have that feature) during business hours, but I don’t see a need to do that. I think that it would be nice to be able to see the art via the Wayspot even if you arrive at the wrong time of day irl.
Id submit it as “World of Fish Tropical Artwork” or something like that, so that you’d know younwere at the waypoint regardless of if the shutters are up or down
On the description you can write that the artwork is on the shutters. So its an easy issue to get around and doesnt make it ineligible

A block from my home is a street with six painted shutters on businesses. Within a five minute walk from my house are another 25-30 painted shutters, depending on your walking speed. Most of the paintings are related to the businesses themselves. For example a home goods store has three painted shutters, each with a different room of a house depicted. A bar/cafe has a tea table, a green grocer has one with fruit and another with vegetables, a cleaning service has a vacuum cleaner and ironing board, a Neapolitan pizzeria has famous people from Naples, a tattoo studio has a tattooing machine, etc. It’s not always the case, but often you can figure out where the art is located by what the business is. If I were searching for the fruit mural and the green grocer was open and the gate was up so I couldn’t see the mural itself, context clues would help me to find the right spot. Of course you’ll run into paintings that are unrelated and are simply beautiful artwork for the community to enjoy, but in my experience of seeing these types of paintings, it’s often easy to deduce which business hosts them.
