It’s really unfair that Niantic makes my account have to go through a cool-down period when I choose to skip nominations from areas I’m not familiar with. It took me months to get my rating to fair, and then Niantic makes me have a cool down from skipping several nominations in a row and then my rating immediately went back to poor.

Skipping should not affect your rating, but skipping too fast does seem to trigger a cooldown, just like going too fast on other submissions that you do review can. Really study the nomination before you decide to skip it. Ask questions here in Review Support to know for the next time you see a similar nomination. Trying to skip through to get to ones from a certain area may look like voting ring abuse, but I don’t know that for a fact. We are not given very much information about the review process, and that is intentional to make it harder to be abused.

The “Cool Down” seems to be after 100 Skips in 24 hours, I have not noticed any difference due to the speed of skipping.
Have you observed this regularly? This could answer some questions I have been seeing from people who skip a lot.
I don’t see how anyone gets to skip 100 reviews in a day… what % of nominations you see do you actually review? Surely not very many?
In terms of fixing a rating at poor or fair, it’s best to review in small batches, only a handful a day, and really concentrate on the criteria and checking each element on reviews you’re confident to rate. This may mean skipping things you’re unsure of, but it should also mean completing reviews to the best of your ability to either reject because they do not meet the criteria, or accepting where they do.
I have reached the Skip “cool down” quite often.
I have not counted the skips but always seem to be around the 100 mark.
I have had it happen in 1 large session and when I have done smaller sessions throughout the day.
Seems to be around that number whether I get a session with majority skips right from the start or a longer session with Skips spread throughout.
So no concrete evidence.
Maybe, who wrote the “Review Count” add-on could add a “Skip Count”.
