Sometimes it’s really frustrating depending on people of other cities to aprove a small city nomination.
In this case they rejected it like it was a “random business” and “private property”.
This is actually a huge thing for our citizens here, it’s the store of a man tha came from nowhere, he was poor and built a real empire becoming the fifth largest company of our country in the area.
So, this not a “random business”, it’s the first store that he opened and it’s something that makes our city really proud.
It’s part of our culture here, and yet it was rejected and tagged as a “random business”.

However, If you have links you can provide to the appeals team to back up the history and importance you gave here, you could try an appeal to Niantic. You only get 2 appeals, each with a counter of 20 days before you can use them again, so choose carefully what to appeal. You will really need to have a convincing argument with documentation to prove that this kind of shop meets criteria as a great place for exercise, exploration, or being social. Being the first store could definitely help it to qualify.
I can’t see your description to know if it had words disqualifying your nomination, such as the Pokemon reference in the supporting. (It isn’t disqualifying to mention the game in the supporting, but it does not help your nomination.)

As for this, I find it hard to see how a hardware store meets criteria. I don’t find it a great place to be social at, a great place for some exercise, or a great place to explore. It is a large company that is also a chain, and chain businesses typically only get Wayspots if they go through the sponsorship program.
This by no means is a rural vs urban issue, as most reviewers will reject chain generic businesses. There are some that are accepted, but only on raare occasions. Being there are several of locations for this chain, it will be hard to get approved, even by the appeals team.

In some UK villages and small towns, independent hardware stores are as important as post offices for the community. They’re actually somewhere I would consider approving with a good writeup. I’ve spoken before about farm shops being very important for rural communities and its in the same vein as that. I have managed to get a cooperative food store run by passionate members and volunteers accepted before due to their community work as well
I do think, however, that any nomination for a hardware store would have to be very well written and that it would still be unlikely to be accepted because people from away from the area may not understand
If its a chain it’s going to become even more difficult.
