Is it any chance to swap position of a pokestop with a nearby gym? I can write a petition with all the details. Thanks!
Once something has been set as a gym there is no way to revert the status through Wayfarer.
I do know of one case where a gym went live at a statue within a disc golf course, and the property manager requested that the gym be reverted back to a Pokestop. The other Pokestop in the L14 became a gym when that reverted.

PoGo uses S2 cells to determine game play locations, with the exception being Power Spots. Stops are determined based on L17 S2 cells, while gyms are determined based on L14 S2 cells, which are larger than L17 S2 cells. More info on S2 cells and PoGo can be found here:

Unfortunately, as players, we have no control over which Wayspots becaome stops or even gyms in PoGo, and this is due to the S2 cell system. I would love the gym that I submitted a location edit for to still be a gym, but it’s now a regular stop because of another gym already in that L14 S2 cell.
