Great question! From the emphasis on “common areas” in some of the clarifications, I would think that anything at an individual place to stay would be SFPRP. Examples:

Shared community spaces in multi-family residences and apartments like those above can be eligible.

Little Free Libraries with safe access on sidewalks outside of apartment buildings or on municipal or communal property are eligible.
