We do have clarification on restaurants, and no all, mainly chain restaurants, do not meet criteria. Here’s the clarification:
I have nominated and gotten accepted some locally owned restaurants and cafes, and I always make sure to do some research on them before submitting. If they have a website or social media page, I make sure to include that in the supporting info. I make sure to craft a very good description, letting others know what makes it unique, like how long it’s been open, what type of food is served, if it’s won any awards, etc.
Giving as much context is the best way to go with restaurants, as reviewers aren’t always going to do their research into a nomination with little context. Here’s an example of my most recently approved local restaurant (ignore the spelling errors in the description, as I got those corrected):
