Ingress has nothing to do with what Wayspots become stops and gyms in PoGo, as each game has different density/inclusion rules, and photo upvotes in 1 game do not influence the other when it comes to density/inclusion. Ingress doesn’t use S2 cells, but rather a 20 meter rule.
Stops in PoGo are determined based on L17 S2 cells, while gyms are determined by the larger L14 S2 cells. More info on how stops/gyms are determined in PoGo can be found here:

Please, I spent 6 months to build a gymnasium at home. Please move the gymnasium. I made all this pocket stop.
Again, there are density/inclusion rules for every game, and we can’t always get what we want. I have nominated many Wayspots that don’t even appear in PoGo, but at least I know they may show in Ingress, or be used by developers that also use the Spatial/Lightship map.
That’s actually what we are doing as Wayfarers, is adding Wayspots to the Spatial/Lightship map. We aren’t adding stops/gyms to PoGo or portals to Ingress, as those are decided upon by the density/inclusion rules set by each game. The Spatial/Lightship map is used by each game, but each still follow the rules they have set up to determine game play locations (with some exception of Power Spots).

사정 딱한건 알겠는데, 체육관 위치들 보니까 해당지물이 실제로 사라지지 않는이상 못건드리고 이사람들도 어떻게 못해줘요. 벽화 셀에 걸쳐서 안보이는거 30cm만 이동하면 게임에서 나타나는데 안해주는 사람들이에요. 심지어 옮겨달라는 위치도 그벽화 일부분인데도요
I think you misunderstand. The OP thinks that photo upvotes in Ingress influence what Wayspots become gyms in PoGo. Upvotes on photos in any game have no influence on what Wayspots are included; each game’s density/inclusion rule determines game play locations.
I think they meant Ingress instead of Ingrid here.
