What we are actually nominating are Wayspots, not stops/gyms for PoGo or portals for Ingress. Approved Wayspots get added to the Spatial/Lightship map, which each Niantic game uses for game play locations. Each game has its own density/inclusion rules, with PoGo using L17 S2 cells, and Ingress using a 20 m rule. More info on S2 cells and PoGlo can be found here:

It would appear that the stop in the game already could be in the same L17 S2 cell. I’m having a hard time figuring out where this location is from your screenshot, so feel free to share the address or lat/long coordinates, and we can certainly see if the Wayspot meets the inclusion rules for PoGo.

- ขอเสาชิดกับเสาอื่นมากเกินไป (ห่างน้อยกว่า 20 เมตร)
- ขอเสาทับเซลล์ ตัวเกมใช้งานระบบ S2 Cell ในการกำหนดจำนวนเสาที่แสดงผลในเกมครับ ซึ่งการกำหนดระยะห่างของเสา จะใช้ S2 Cell Level 17 ครับ ถ้าในพื้นที่ของ S2 Cell Level 17 มีเสาอยู่แล้ว เสาที่คุณขอไปในช่องนั้น จะไม่เกิดเป็น PokeStop/Gym แต่อาจได้เป็นเสา Power Spots ในเกม Pokemon GO ครับ แต่จะไปแสดงผลในเกมอื่นๆ เช่น Ingress หรือ Peridot แทนครับ
แนะนำว่า ควรศึกษาระบบ S2 Cell ให้ดีก่อนที่จะขอเสาครับ จะได้ไม่พบปัญหาเสาไม่เกิดตามตัวอย่างครับ

The 20m rule is only for Ingress portals. It used to be true that something had to be a portal before it could be a Pokestop, but is no longer true with the Lightship database. Pokestops/gyms can be right beside each other as long as there is an L17 cell line between them.
Yes, being the 20 m rule in Ingress does not effect stops/gyms in PoGo these days, this is why I asked the OP to provide the location of the Wayspiot that they got approved. The screenshot of the nomination map in PoGo didn’t help with locating where this is at to see if it’s in the same L17 S2 cell of the already existing stop on the map. I did a reverse image search as well as a Google Lens search on the screenshot, especially the map portion, and no results could be found.
@NUttnuTT12 Again, please feel free to provide location info about this Wayspot if you would like to know if it does meet the S2 rule for PoGo.
Wow, new knowledge. Thanks a lot. I mainly rely on data from Ingress (IITC), so I understand that the 20m distance condition affects Pokemon Go too.

Again, the 20 m rule does not affect PoGo stops/gyms, not anymore. It did in the past, but since PoGo uses the S2 cell density rules, the Ingress 20 m rule does not affect which Wayspots will show up in PoGo. For PoGo, it’s 1 Wayspot per L17 S2 cell, and yes, there can be Wayspots in different cells that are less than 20 m from each other.
If you use IITC, you may want to add the PoGo map extension, which can be found with a web search. This adds an overlay of the S2 cells to the map, so if there are multiple Wayspots in the same L17 S2 cell, then we know that only 1 will be in PoGo. Here’s an example of how this looks at a university that has multiple Wayspots in a single L17 S2 cell:

All of these points are in occupied L17 S2 cells, so are not eligible to appear in Pokemon Go. They are inside the 20m circle of another portal, so are not eligible to appear in Ingress, either.
This is what I usually tell people looking for their Pokestops:
I know the prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to Niantic’s Lightship database. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. You seem to have verified that the Wayspots are live by checking the nomination map screen in Pokemon Go with the toggle on where you will see them as exclamation points. You have to be right there for it to work because the range is very small.
