There is no statement on anything called a “rest area”. The submitter needs to convince you how it meets at least one of these criteria:

  • A great place for exploration
  • A great place for exercise
  • A great place to be social with others

Arbors, pavilions, and wisteria trellises with benches in parks and other locations are often deemed eligible under social criteria. Benches that have no features and no special mention in the description do not meet the eligibility criteria as general, in my judgment. A small park or small plaza with only benches and no playground equipment would meet the social criteria. However, if it is not such a park or plaza, but appears to be just a place to sit and rest that is partially on the sidewalk, I would consider it not meeting the eligibility criteria.
