Seems route markers whit a number is part of the cycling infrastructuur and not a real trail.
So on this picture the number route marker is not good 
part of cycling infrastructures.
The route sign whit name like : waal en devel route is ok 
part of trails.
Thats seems to be the case, correct me if i am wrong or mistaken.
