Can you explain how either of these meets any of those criteria? If so, then you can submit them, as long as they don’t meet any of the ineligibility criteria.
A university canteen seems like it would be a place where students gather to be social, as well as to get food. I might try that one.
A blood donation site does not seem like a place that is meant to hang out with friends.
So, I believed i have some nearby pokestop that is straight out a big hospital, and it seem kinda weird that the hospital is not fit into either of these three.
Blood donation feel like it is a specific location that for people with same habit, with same activity to talk and meet up. It is not something you go to get treatment, but rather a place you volunteer to go and meet up with people nearby. It fit with Social as a POI
It seems there are social elements to blood donation centers that a lot of people may not be aware of. However, does one go there to socialize? Or does one go there to donate blood and happen to interact with like-minded people? Happenstance socialization is not considered a good indicator of meeting the eligibility because it can happen anywhere. What falls as eligible under socialization is seen as somewhere that is chosen specifically for the purposes of socializing or holding a social event (parties, dates, game sessions, etc.).
While hospitals and volunteer centers may provide very valuable services, the eligibility lies more with the leisure aspects of a point of interest. There can be objects or designated spaces that fall into this within hospitals and volunteer centers (such as game rooms and function halls) but these places themselves are not seen as eligible most of the time.
Those may also fall within rejection criteria of obstructing emergency services and sensitive location depending on the nature of service provided.

If the place happened to be a weekly-hosted donating blood location(Where every Tuesday you can sign up to donate blood), is it count as socializing event?
As in a previous comment, the blood drive can have social aspects but the core of the event is not to socialize but to provide service. You can socialize by happenstance but it does not make the venue a hub for socialization.
You can go to a restaurant to just eat or you can choose to dine with friends.
The key is to highlight what activities related to the specific restaurant nominated is great to do there if we’re talking about the socialization eligibility. As in you take peers and stay there to socialize kind of thing.
@elijustrying had a great post i can’t find right now about how socializing is a place you are meant to sit and stay a while. the last time i went to a blood drive, they got you through as quickly as possible and did not want you just hanging around chatting.
I also don’t think it’s appropriate for a blood donation center to be discussed by Wayfarer and Wayfinder.
If Scopely and PoGo Management can confer with the Red Cross and trainers can promise unpaid and noble service, they will appear in the field as official spots.

A nomination needs to fulfill at least one of two conditions that constitutes a “Great” place to be social:
[A] A favorite gathering place for friends or strangers alike, where you can share a drink or meal, be entertained, or watch public life happen.
Or
[B] something that draws us together to share an experience in a locally and culturally relevant way.
OP I believe that the donation site can fulfill condition [B]
A blood drive does exactly that, brings friends and strangers together to share an experience. The donated blood will help locals and at times the blood drive can be a dedication or in honor of someone which makes it culturally significant.
But as I first said, this all predicates on if the blood donation site hosts frequent blood drives. If it is a one off thing, then I would say no.
Regarding the “happenstance” as a demerit. I think it’s the opposite, look at some of the examples in the provided link:
Post Office
Library
Game/Card store
Transit station
Does anyone go there with the strict intention to socialize? Are any of these places considered as “Socializing” as its main function? No of course not, heck, too much socializing will even get you kicked out of a library. But you can encounter a happenstance of socializing: meet a neighbor at the post office, see someone browsing the same books you like, see someone looking for the same cards as you are, pass by someone you used to know.
What is that experience, though? Its people sitting or lying down with a needle and line attched to their arms while fluid is withdrawn. Its nurses hovering over the process to make sure those people don’t have an adverse reaction. Then its those people being given a small piece of food or juice afterward and someone again watching over them to make sure they are stable before they can leave. Then they leave.
That is not a social experience. It is a health service.
You are mistaking the procedures of something to the experience of it.
If you go to a concert, what is the experience? By your logic the experience is just waiting in line, then standing in a big room or open area, listening to loud music and then leaving. The experience is the intrinsic value that people themselves add when they do things.
No, i work in healthcare. I actually understand what goes on at a blood drive. It is not a social event. People do not text their friend a d say, “Hey, we havent hung out in a while, lets meet up at the blood donation center today!”
Post Office - Maybe old fashioned these days but you can be social by sending a letter to catch up with Friends and Family around the world.
Library - Locally I am struggling a bit here but I have seen events advertised. Maybe this happens more in other countries.
Game/Card store - Not my scene but don’t some hold game nights / swap meets?
Transit station - A place where you could meet visiting Friends / Family or set of on journey to the same. Not a place just to bump in to someone but a place you may visit to meet / greet them.
