The warning was issued due to a misplacement, which I believe was invalid and does not reflect misuse of the platform, but I have to add some additonal context to prove it.
Here you can see a photo from official map of listed buildings provided by local goverment (link here: Gminna Ewidencja Zabytków: Biuro Architekta Miasta) with building that was nominated and red dot shows placement for potencial new wayspot. You can propably think from this map, that building on left (building from the picture) is separeted from highlighted building, but in fact they might be considered part of the same historical structure. Name of it “Oficyna mieszkalna” (in eng. a residential outbuilding which by defintion is a building or part of a development located at the rear of a plot, usually behind the front tenement, intended for residential use) shows, that this part is also considered as a part of nominated listed building. And what is more they are under same adress (ulica) and they were created at the same time (end of XIX c.).
I believe that the above information demonstrates that in fact this nomination was not a misplacement (building is actually there) and warning in that case was not reasonable. But in fact this exact spot was selected because of better cells location but I believe that it is not an issue, because wayspot is still within object of interest.
Additionally I will say that this object was initially denied because of “The text or photo contains abuse, ridicule, or harassment of a specific person or group” but you can easily check if that statement is true or not (I am not complaining, just saying about it, sometimes happens. We can’t do anything about that).
Staff have explained that this string is what comes up when abuse is flagged. I am certain that it referred to the perceived misplacement in this case.

Typically for large objects, the wayspot should be located at the natural point of discovery for that object, which should typically be the main entrance for a building. It sounds like you didn’t do this and were trying to place it in such a location to make it appear in a specific game, whereas the more proper location for it would not be able to appear?
I think that this is just an interpretation of the guidelines, not an official requirement from Niantic. Placing the Wayspot in a different part of the object does not violate the Terms of Service directly. Or maybe I am just wrong about it, but I could not find anything in “rulebook”.
Larger areas like dog parks or sport fields make great Wayspots, but it is important to choose the right placement of the Wayspot that respects the activity it was designed to support. Instead of placing the Wayspot in the center of an open field, park, or other large area, place it at the entrance or where there is a visible sign or placemarker. That encourages you to approach the area to visit the Wayspot, without having to enter or interfere with the activities within.
Do:
Place the pin along the edge or entrance of large objects such as buildings and sports fields. Placement should ideally be at the natural point of approach, such as a gate or door
Both of those would apply. Both clearly state that the entrance of a large area or building is typically where a wayspot should be placed.
But are we sure that those are rules? For me they are suggestions on how to maximize the probability of a Wayspot being accepted
Pin placement within your nomination is very important. Make sure to review the following to give your nomination the best chance during review
Only actual rule in Locaction Guidelines is this because it is also stated in Rejection Criteria:
Don’t place the pin at a location that doesn’t naturally represent what is being nominated
And I believe that I did not break this rule, so technically speaking there is no reason for a warning after this nomination.
My point is that this is not a misplacement under the rules, as it is still within the object
To be honest, if those are the rules, they should be clearly stated in Rejection Criteria, not in How to Review Wayspots. It is totally misleading.
The photo you used is of a completely different location of this large building. I likely would have moved the pin to make it accurate. These reviewer(s) elected to choose Location in the Accuracy section.
So the reviewers were following Rejection Reasons and How to Review a Nomination as it calls out flagging for locations that don’t appear accurate.
I have already explained why I believe this pin was still within the building, and I understand your reasoning. However, the pin is still in the structure that I nominated, which is why we are discussing this warning here
I’m just feeling unsafe about nominating other POIs now, because any potential mistake could lead to a 30-day suspension in the game. Personally, I want to make sure whether this warning is really reasonable, because I don’t feel that it is, even if the POI was rejected
A warning is for education. I think you are realizing that pin placement should not be confusing for the reviewers. In the future I’d try and align the nomination photo with the pin placement more closely.
There are other ways to trigger Abuse. So please always use your own photos. Don’t nominate anything fake.
Just be thoughtful about your future nominations and I think you should be just fine. And in the future you could have folks here give feedback before you finalize a nomination.
And if you do ever get a suspension you can appeal it.
The pin should be on the object nominated. Or be at the natural entrance to it if it is a large object. This is in the guidelines, and has been explained to you, but you are still arguing that you did nothing wrong, even though you admitted that you placed the pin for cell advantage. Niantic has been known to issue 30 day bans for this behavior, so you got off lightly.
I appreciate the team allowing us to explain how the game uses S2 cells here to ease the frustration of submitters who don’t understand why their Wayspot did not become a Pokestop. It makes me angry to see submissions that have abused this knowledge.
