I have reviewed 1,400+ submissions, but none of them were from my own state or district
. I set both my Home Location and Bonus Location to my hometown, yet I didn’t get even a single nomination from there to review.
Meanwhile, my friends submitted six nominations, but I didn’t get any of those either. Now everything feels stuck.
What is the use of setting a Home and Bonus Location if I can’t even get one nomination from my own area?
It’s generally a good idea to set your home location to your home town. Setting your bonus location there as well would ensure you don’t get submissions from any wider location.
However, the area from which submissions are taken is fairly large. I think it might be around 100km across.

Welcome back.
There are multiple factors that influence the nominations you get to review. Hometown, Bonus Location and active play area are some of those factors.
Nominations/Edits are assigned based on individual basis and you may sometimes not receive the same nominations as your friends/other Explorers or nominations from your friends for that matter.
This is a very subjective assessment. Review time may vary from location to location but we do not have any submissions in the system that are ‘stuck’.

To add a “non company” view I believe that you are not sent reviews in your recent “active play area” (I have possibly had a couple in almost 10,000 reviews).
This is probably to reduce the chance of Voting Rings.
Lets say a Friend makes terrible nominations that everyone Rejects apart from you. You seem fair with everybody else’s but are being leniently due to it being friends. This could lead to sanctions on your account.
It could also encourage people to accept local nominations due to “it is poor but it would be useful on my commute to work”.
Even if you review honestly it takes away the dilemma of lying to a Friend “Yes, of course I Voted to Accept”.
Reminds me of a story some time back when a politician received 1 vote (himself) proving that even his wife, family, friends etc didn’t vote for him
