As shown in the supporting photos, physical barriers are in place to prevent vehicles from entering the area, and official signage explicitly states that this is a pedestrian street where all vehicle traffic is prohibited. The entire space surrounding the monument is fully paved and designed specifically for foot traffic.
Furthermore, the monument is bordered by symmetrical colonnaded pavilions (pergolas), which are architectural structures intended to encourage visitors to walk, gather, rest, socialize, and take photographs. This plaza is regularly used by residents and visitors as a public space for leisure and social interaction, independent from any surrounding vehicular roads.
Based on these factors, the location provides safe, unrestricted public pedestrian access and does not meet the criteria of an unsafe traffic island or inaccessible roundabout feature.
