I have read posts on old forums. At that time, Niantic did not intervene too much. Until the community in Vietnam took advantage of Niantic staff’s mistakes to create Bank nominations and I had to represent and speak up about this issue again because it was invalid.
Basically, any point under the Rejection reasons is a place with lanes and accessible to people, but in the sense of a Bank, it has a chain, and is not a place to stop for a long time.
What do we go to the bank for? Currency transactions or any work related to money, it is not a destination for players to stop for a long time or play games because money-related areas will always have security guards and police.
If we talk about accessible places that are included in the reason for refusal, then hospitals, K12 schools, police,… anyone can stand there, but in terms of meaning like Banks, etc., it is not valid and Not enough criteria to become a legitimate pokestop for players to explore.
Just to be clear
A place where people can stand is about safe accessibility .
The wayspot to be eligible for consideration needs to meet one of the key criteria exercise, explore, socialise
A bank is a place for commercial transactions.
Clearly not a place to exercise or a place where you go to spend time socialising. The bank as a business is not somewhere you would go to explore, the building it is in may have something interesting about it in terms of distinct architecture - but that is the building not the bank.

If you’d like to report a specific Wayspot for removal, you’ll need to do so in game. You can do so in Pokemon Go or in Ingress by using the report tab and then clicking the appropriate option. The forums can be used to appeal rejection reports. Niantic are unlikely to take any action on Wayspots reported here in the forums if the proper reporting channels haven’t been used.
If you’re reporting suspected abuse, you can use the Reporting Abuse link at the top of the forums. That will take you to the reporting page.
Repeatedly posting banks, cafes, and other Wayspots in the forum has yet to be effective. I would urge anyone who suspects Wayfarer abuse to use the Reporting Abuse form instead of making multiple posts here because it not only won’t work, but it comes across as spamming the forums. Unless an actual report is made, it’s unlikely anything will change.
