Mine is doing the same thing.
Hey you! Yes you!… restart your game before you type that you have the same problem.
Once you look at the onboarding information, you need to restart your game and go back to the uploads section in order to submit nominations.

I’m having the same issue, the game tells me to finish wayfarer tutorial but I don’t see a tutorial, I just go straight into reviewing stops.
You should be able to restart your game (Ingress or Pokémon Go) and then nominate from there

Did you read back for solutions to this issue, or just post? I don’t want to just repeat the same advice if you already read it. But in case you didn’t…
Are you trying to submit nominations from Pokemon Go? If you are level 37 or higher, and you saw some information to review at the Wayfarer site, that was the tutorial. Try restarting your game and see if the “New Pokestop” button is available now under Settings>Uploads>Pokestop Contributions.
If you are having a different issue, please screenshot what you are seeing.
