First time trying web submit on phone (Android with Chrome), since i want to use multiple supporting photos.
This error occurs. I have only just logged in. Saving as draft also fails. Retry with placeholdet text still fails. Exactly the same data works with Pokemon Go (missing one supporting photo.)
I can’t use Web Submit with Chrome on my Android phone, and that is without having any tools installed on my phone. I had to install FireFox to use Web Submit on it. And even then I just make a draft on my phone, then submit from my computer.
I have no add-ons. Maybe web submit on Android Chrome is simply broken?

This usually happens when there is a connection lag between your device and our servers. Please try again after sometime when you’re connected to a strog and stable network. Let me know if the issue persists.

I’m not convinced by this explanation. I was on Wifi which was working fine with pages loading normally, including the Wayfarer pages. This error was occurring instantly when clicking Submit or save as Draft. This is not indicative of lag.
I’m having the same issue and am at my wits end. I’ve restarted my phone, cleared cache, signed out and in, used a different browser on my phone and tried submitting different wayspots instead. I’m getting the error pop up immediately every time. This feels different to bad signal where the spinny circle implies an attempted upload which then errors after a length of time when the upload times out.
I’ve had this issue for weeks while using Eduroam WiFi and now also have the issue on both home WiFi and mobile data at a different location.
I took tons of POI pictures staying over 100km away from my normal playing location during a heatwave and this bug means I will not be able to submit any before leaving the area today and being well over 10km away 
I feel your frustration. It doesn’t help much that this simply reverts you to what you had before. Do your best to ignore the existence of the web upload and revert to doing it in Pokemon GO. You lose the additional supporting photos, but can at least submit the POIs.
I eventually found my inbuilt Samsung browser will work. Both Chrome and Firefox are having the issue for me.
I would hope that Niantic would notice that it is not a connection lag and would take this problem seriously.
