There’s nothing in the criteria saying people can’t be in the supporting photo. It isn’t always possible to avoid this if you need to show the surrounding area.

What’s missing? I copied everything.

I agree and most of the time it isn’t a problem. However, if the supporting photo contains a prominent person, as you have, this will look suspicious. People in the supporting photo should be incidental. This photo looks like it could be staged and it could be someone you put in your photos to mark your submission.

Your supporting foto can be better. Sometimes its hard to get supporting foto without any face but i dont think thats the case here. You can resubmit or appeal.

If you need to show it’s a place of interest and safe for pedestrians, it’s likely pedestrians will be present.

For example, if I want the supporting photo for a café to show that it is popular, I will include people, but will make sure it is from a distance and no one person stands out.

That’s not a random pedestrian, judging from that photo.

This is the second submission. Nearly all submissions must be appealed, so it takes a long time to wait for the next appeal to become available. There’s a big problem with needing to appeal nearly every submission when you only have two.

If you can get photo without people, that would make reviewer job easier. People are sceptical when they see people with face so close when you can avoid it by finding other angle or wait a while

That one is better. What were the rejection reasons?

A lot of the time, it is better to improve and resubmit instead of appealing everything. Use the rejection to try to identify what reviewers didn’t like and fix that. Don’t immediately go “they were wrong” for every rejection.

Then that should be clarified in the criteria. The criteria says the main photo shouldn’t have people.

Sure, but it’s a popular area and the flowers are only in bloom for a short period of time. It’s not like I can just keep going back to take the photo and hope one of the times no one will be around. Sure I can wait for the flowers to be dead, but I waited on submitting this for the flowers to be in season. It makes a nicer photo.

    The body parts in nonsense, so I resubmitted mentioning the date the monument was added and that it is not temporary. Still rejected for body parts. I did not appeal the first submission.

I understand this. I personally have many submission where i need to wait hours before its clear and i can get good photo without any people. Personally i am ok with unavoidable people far away but i am a bit uncomfortable with the guy close to you. I believe you have better chance if you point the camera to different angle where you can minimize people in foto. Anyway dont give people reason for rejection.

I agree the body parts rejection the first time round looks wrong.

The rejection reason “not permanent and distinct” comes up in three situations:

  • reviewers did not think the object is permanent
  • reviewers did not think the object is distinct
  • reviewers did not think the object meets any criteria (exercise, explore, social) and wanted to explicitly reject it, so reject for not “permanent and distinct” because that is the advice from Niantic

I suspect reviewers didn’t think this stood out enough as something that should be a wayspot. Maybe there are lots of plaques like this already.
