What matters is how long it spends in voting. The time spent in the queue is irrelevant. Because you don’t get notified when a wayspot moves out of the queue into voting, it’s quite hard to tell how long it has actually been and therefore hard to know if it is taking longer than normal.
Upgrades are death sentences for submissions like these.
Actually I find that upgrades can help, I think it pushes the wayspot in front of different reviewers from the ones who rejected it.

The option to choose if you wanna earn a upgrade or extra appeal.

Back to the standards with the reviewers. How can these reviewers be educated on these? They’re perfectly eligible.
You just have to accept that this will continue to happen, I doubt many reviewers visit this forum very often. And to be honest, many people will think a sticker is not permanent, or really something official. So just be prepared to have a lot of patience.
