I would not have problem with mentioning a possible nomination with a local group whether that was on Campfire or local WhatsApp group.
I don’t see that any different to talking to the “community” whilst raiding at the town park.
There is a difference between “I’m planning on nominating the noticeboard at “abc”” and “I’m planning on nominating the noticeboard at “abc” if you see it make sure you accept even though it’s fake”.
Maybe it’s different in other areas but I don’t think “Review Circles” are the problem that they used to be. Out of 11.5k reviews I don’t think I have received enough “proper local” reviews that I couldn’t count them on both hands. There has been plenty of new local waypoints added to the game map but very few that I saw in Review.
With the amount of players now able to Review and the assumption that Wayfarer restricts reviews from “game play area” I think organising such abuse would be a lot harder than it was.
In my community we’ll usually mention a general location (such as which s14 grid we’re looking at), just not specifically. Although we made an exception when someone found a Kalos Apartments.
I hang out on reddit a lot, I’m on the WDD but don’t interact as much. I’m part of the Wayspotters Podcast Patreon and I have a local cross faction cross platform telegram group. And of course here.

Discords: WDD, Pokemon Professor Network (home to the Wayspotters podcast), two local suburb PoGo discords. I rarely talk about specific noms in the latter until after they’re through, but it’s fun to announce “hey, your train station should have a second stop sync in tomorrow, because I got an art piece through.”
Campfire for four suburbs, including the two with Discords mentioned above. The ones I’m a member of are all along the same train line, so I could go to any of their community days…if I ever had Saturdays off.
Reddit on rare occasion, I poke my head in there very intermittently.
