I really dont understand this S2 Level 17 stuff because there are many places in the neighbouring town where Stops and Gyms are directly next to each other. Also my submitted Spot is used in other Niantic games apart from Pokemon Go, but we really need some more stops here in my town because it sucks that i have traverse half the town to just get a few stops.
That can happen if they are just across cell lines. So I have a Wayspot which is a PokéStop in Cell A, right next to the line of Cell B.
I get something approved in Cell B which is hardly any distance from Cell A, but clearly in Cell B. It also becomes a PokéStop.
You would need to raise with the Pokémon GO team in the app if you want the inclusion rules to change to allow this.
Also wanted to add in that exploring and exercising are two of the pillars of Niantic’s games so you should get out there and explore PokéStops and locations which are further away. That’s part of the point.
