There is a new reporting feature in Pokémon Go for items that are bad for AR scanning. (I don’t remember the specific term off the top of my head).
I am wondering if someone has flagged this since it appears to be in a cemetery.

The two I showed you have been pokestops since the game first came out along with a few others in there I have had a few accepted as new pokestops
I don’t play Pokémon Go myself, so I’m not an authority - but I’d say this is new. So it’s either to do with the new reporting feature, the new game interactions the just announced, or it’s a bug.
