There are 3 pokestops and I heard if they are close together on of the pokestops will form a gym

Gym creation is based on how many Pokéstops and Gyms are in a Level 14 S2 Cell in Pokémon Go. Pokémon Go Hub has a comprehensive guide to S2 Cells that you can look up if you want to learn more about it.
For the Level 14 S2 Cell in your screenshot, the Gyms are “Play Area”, “Hwi Yoh Green”, and “Climb The Ball”. Under normal circumstances, the maximum number of Gyms in a Level 14 S2 Cell is 3, and this Level 14 S2 Cell has already reached that limit.
It is more complicated than “close together”. You may want to have a look at this article:

I have put a pin showing a single L17 S2 cell approximately where you show in the screenshot. The bigger cell is the L14 that L17 cell is contained in. I set the map to only show gyms.
As mentioned by @hankwolfman you will not be able to create more gyms in this area through Wayfarer since it already has three.
