Hi all, I’ve tried understanding this cell map but goes right over my head I have 3 pokestops near me but no gym. However a couple roads down they have 2 gyms how is this?

Gyms are populated according to the level 14 S2 cell they are in, not by how close they are to each other. For an explanation of that, try this article: https://pokemongohub.net/post/article/comprehensive-guide-s2-cells-pokemon-go/
This is hard to demonstrate with the low zoom of the map, but the three pokestops there are in different L14 cells.
The lower two are in an L14 that has two other gyms.
The upper one is in an L14 that has one other gym.

Here is how the cells look
Your 3 are split across 2 different big cells (S2 level 14) so gym possibilities are diiferent for the 2 in cell 1 than the 1 in cell 1.
The community has seen that gyms are created when within these bigger cells you get
2 pokestops - 1 becomes a gym
If you add to this 4 more you generate another gym
So by the time you have 6 anywhere with the big cell you should have 2 gyms and 4 pokestops.
Beyond 6 you need to get to 20 in total before you generate a 3rd and final gym.
Cell 2 has 2 gyms Royal British Legion and the Allotments. It is a long way to 20 so it would take a lot of effort to try for a gym.
Cell 1 is more promising
It is I think at 1 gym and 4 stops. 1 more stop would trigger a second gym. The gym could be any of the pokestops in that large cell.

IHaving had a Quick Look I would suggest submitting the north entrance to the allotments
It is a very big allotment site bigger than most parks and as the other wayspot is more about the store it seems reasonable
I love the bunker pokestop.
A long shot might be finding a suitable anchor point to have a view of The moat and fort.
