Just an FYI that Wayspot Appeals is for appealing a rejected removal request or asking for a valid Wayspot that has been removed to be restored, so this may get moved to another topic.
PoGo uses S2 cells to determine which Wayspots get added to the game, with the exception of Power Spots. Only 1 stop is allowed per L17 S2 cell, while gyms are in the larger L14 cells. More info can be found here:

Feel free to provide the location of this Wayspot, and someone will be glad to check to see if it meets the rules to be in PoGo, or if it’s in an already occupied cell.
