Why was this one rejected?

It is fine to post in any language, and often the original wording matters.
That rejection reason means the automated process did not understand this to be anything eligible. Can you screenshot the rest of the nomination including the description and supporting information?

My guess is that the machine learning model just didn’t recognize what this photo was of, and rejected it as just building materials. This does look like a focal point where people would gather to me, especially with what looks like seating built into the sides.
I have trouble recognizing SFPRP (single family private residential property) in other parts of the world besides the US. Are you certain this is public property?
It looks like this is under construction on street view, and that this has safe pedestrian access.
I can’t think of a different way to suggest you take the photo for another try, so you may want to appeal this rejection to have a human look at it. We get 2 appeals each on a 15 day counter before we can use them again, so I usually will suggest a resubmit first, but not unless I can recommend a significant change. Get some other opinions first, but I think I would try an appeal.
Before you appeal, though, if I have found the right spot, you should be aware that this is in the same L17 S2 cell as another Wayspot, so will not be eligible to become a Pokestop or gym. It does look like it could be used as a power spot though.
Yes is a public fountain, but it’s kinda new. Also is a pedestrian street. I will not appeal… Last time appeal i got a 1 day warning… I will try submit again! Ty for your help!
