This is showing in the wayfarer map as Inactive for Pokemon Go. It is not blocked by another wayspot and this status suggests it has been explicitly disabled for Pokemon Go, whilst remaining as a wayspot to prevent it from being resubmitted.

The usual explanation is that a property owner has requested for this wayspot to be removed from Pokemon Go. Niantic staff will need to confirm/deny this.
