So i read up on the guide related to s2 cells and how there can only be 1 pokestop/gym be in each of these cells. I read somewhere about the 20m radius gap between pokestops even if 2 pokestops are in different cells. Is this true and based on the picture below, with red “X” does that location qualify for a pokestop or it has to be 20 meter away to be accepted? The location for current existing pokestop is shown by the red marker with 20meter radius circle.
The 20m radius rule only applies to ingress and not PGO. So if the nomination is accepted, it will show up in PGO but not ingress.

No, the 20 m distance for Pokémon GO is outdated information. This scenario would result in your wayspot not appearing in Ingress but appearing in Pokémon GO, assuming the other one is already a pokéobject.
Pins do have to be where the objects really are, however.

The reason this wrong information is out there is that Ingress used to BE the database for Niantic. Something had to follow the Ingress 20m rule before it could go live, and then potentially become a Pokestop. When Niantic created the Lightship database, Wayspots go live there immediately if accepted, and then have to “sync in” to either Ingress, Pokemon Go, or both.
