You can submit an edit, yes. For pogo, you need to be there to edit.

If the submission hasn’t been pulled into voting yet you should be able to edit it. Just go to your contributions page, select edit and you will see title there. If it has gone into voting I think you’ll have to wait until a decision has been reached and if accepted then you can submit the edit then.
