If you are asking for the cell to be recalculated to reset the gym count, I don’t know a way to ask this.

It does fall into the same cell in iitc - i just highlighted this one that appears to be on the edge to check
As I understand it the rules about gym distribution used to be different, and when those rules changed existing gyms weren’t automatically demoted. Is it possible one of these used to be outside the cell and was moved slightly at some point? Today that would get one of the gyms removed but if it was done before that rule kicked in it could still be there.
If the locations are valid for each of them you can probably leave it alone. If one or both is on the wrong spot or just not there at all you could report it but otherwise it’s probably fine?
It is rare for more than one way spot within S2cellLv17 to be adopted within PokémonGO. These, from what I have heard, were happening before the anti-fraud measures were put in place. This is the first I have heard of both being adopted as a gym. It seems that if things get too serious, the entire perimeter may be reset and readjusted.
By the way, is that a Vietnamese Buddhist institution? Both are spelled the same and one is marked as an entrance gate. As far as I can see, one is decorated, but still does not appear to be distinctive as a Wayspot. Maybe you can report it as a duplicate and remove it.
