We already have two gym (37.239844, 127.167971) but two gym have not entered without apt people. plz make gym for everybody people

It seems the cell ald have wayspot. Normally only one wayspot can appear within one cell
Not all wayspot will appear as pokestop/gym. You might want to read here. Learn about s2 cells can help you plan ahead and find potential place that have potential wayspot.

Why an accepted Wayspot may not be used in Pokemon Go (S2 cells and Pokemon Go)

I have this written up for when I see a wheresmypokestop question. I know the in-game prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Web Submit form does use the word “wayspot” instead. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell.
