What’s the general location of this area?
Edit: It appears to be around 18.932012023747877, 72.83448076927371. Are some of the stops/gyms without photos? India has a good deal of imports, so it could be those.

Ok, so taking a look, I can see that Horniman Circle Garden is not in the same L17 S2 cell; it’s the one circled in blue below, and the one south of the gift balloon that’s purple on the PoGo map:
Are you able to provide some screenshots of the stops/gyms that you are seeing? To me, the PoGo map appears to start around Horniman Circle’s east entrance to Cawasji Patel Rd to the west, which seem to make up stops/gyms in these L17 S2 cells:
Things like this is quite common if its near s2 cells border combined with sponsored pokestop.
No, they don’t appear to be, based on the images for them on the Intel map. It does appear that the zoomed out PoGo map, which doesn’t show the streets or other satellite images, is off from the Intel map. I’ve also checked it against Google Maps, and it appears to be a wider area that what it looks like in the screenshot.

I also checked Intelmap as well. These all appear to be Pokéstops and Gyms generated by Wayspot. Perhaps the next six Pokéstops and gyms are titled.

The three still-unused light blue Pokéstops on the right side of this image do not appear to be Wayspots; there was not even a trace of their removal when viewed in Lightship’s Geographic Browser. They may be event PokéStops. Just to confirm, sponsored PokéStops and gyms have pink markers on the pillars. The PokéStop in this image does not have that marker.
