It’s been months of me waiting for this Poke stop to be added to the game maybe I miss understood the notes but I believe it should be added as a stop
The most likely cause is that there is already a pokestop / gym in the S2 Level 17 cell.

Not all Wayspots get added as stops/gyms in PoGo, due to the density/inclusion rules. PoGo uses S2 cells, and 1 stop/gym is allowed per L17 S2 cell. For more info on how S2 cells work in PoGo, please see the following:

We don’t have the most accurate maps to check cells at this time, but I do see this Wayspot at 35.1066, -106.570325. I can’t get the Intel map to work for me right now, but it seems it could be in the same cell as Ballon fiesta flight at 35.106905,-106.57083.
If you can supply the GPS Co-ords we may be able to confirm but the Map that was used for this purpose is no longer being updated by Wayfarer and Niantic / Scopely have not announced whether a replacement will be created.
See above. I found it on GSB, but I’m not using my computer (on vacation), and can’t get Intel to work with the overlay. I did compare the cords for this Wayspot to the Balloon Wayspot visually on PoGoMaps, and it appears they are in the same L17 S2 cell.

If one is a Pokestop or gym, the other can’t be. And there could be a different Wayspot in this cell that is a Pokestop or gym that does not show on this map.

No, it can’t become a stop/gym. What we are doing is submitting Wayspots, not stops/gyms for PoGo or game play locations for other Scopely games. Wayspots get added to the database map that all the games can use to determine game play locations, based off of their density/inclusion rules.
One thing that cuold happen with your Wayspot is it could be used as a Power Spot from time to time.

If this is correctly located, then trying to move it to show up in Pokemon Go would be abuse. It appears there are some empty L17 S2 cells where a new nomination would show if you find something that is actually there to submit. But iitc is no longer updating since the split with Scopely, so it is possible those cells are not actually empty. You can check for Wayspots that are not displaying here with the toggle on in the nomination map screen. But be aware that only works while you are onsite, not for submitting remotely.

The only other possibility is that the current stop / gym in the cell is removed for legitimate reasons then another in the cell may go live.
Again, removing an acceptable stop / gym just to get yours to show is Abuse and could lead to the suspension / banning of your accounts. This includes you game accounts as well as wayfarer.

Right - IF they are actually empty. The sale to Scopely did include Pokemon Go and Wayfarer, but did not include Ingress, which is where this map is from. It is not updating with new Wayfarer information. You will need to check if there is something there in person.

The map is no longer being updated with the latest nominations so will become more out of date as time passes.
Staff have also stated that there are also other reasons that an “Accepted Wayspot” may not go in to the game.
